This is the famous 3 kopek with ERROR: BACKGROUND OF 'V' INSTEAD OF '3'. Although a common stamp as a SINGLE, this variety quickly becomes RARE in big multiple such as blocs or large strips. This STRIP OF FOUR cancelled with TPO 31/32 postmark together with 1 kopek is VERY RARE. For instance, I kown of only two mint blocs of four. A small rarity for the specialist.  Very Fine.
